02Medium description (~100 words)
NO AI ACT is a free, open-source investigative serious game about the European AI Act. The player is an inspector in a fictional 2032 city where the Act never entered into force: they open 13 case files, compare exhibits, classify risk, assign responsibility and sign reports that change the city's indicators. The new Inspector Desk keeps the case file, evidence, rules and notebook in one workflow. It runs in the browser with no account or personal-data collection, in Italian and English. Code is GPL-3.0; content is CC BY-SA 4.0.
03Extended description
NO AI ACT starts from a question: how do you teach a complex regulation like the AI Act to people who are not lawyers? The project's answer is to flip the perspective — show a society where those rules do not exist. In the game's fictional city, AI systems operate unconstrained: social scores deciding access to services, unsupervised hiring algorithms, unlabelled deepfakes, opaque medical triage.
Playing as a civic inspector, you reconstruct each case from the evidence: documents, testimony, technical logs. You decide the risk classification under the AI Act's categories, identify who is responsible (provider or deployer), choose proportionate corrective measures and file a report. A debrief explains why each decision holds or fails, and the city's indicators — trust, rights, innovation — respond over time. The game deliberately simplifies the law for educational purposes and treats ambiguous scenarios as contestable: it is not legal advice, and its educational effectiveness has not yet been empirically validated. Dedicated guides, activities and lesson plans for teachers and trainers are available on this site.

06Suggested editorial angles
- Teaching law through play: what happens when the AI Act is learned by inspecting an unregulated city rather than reading a textbook.
- Digital civic education: a free, data-collection-free tool for discussing AI in the classroom.
- Open source and education: a fully open individual project whose privacy promises are enforced by automated tests.
- Regulation in reverse: telling the story of the AI Act through its absence — the counterfactual world of 2032.
- Bureaucracy as game design: case files, evidence, signature and stamp turn administrative reasoning into play.
- Procedural visual system: institutions, documents, diagrams and city state are generated by the Phaser engine rather than relying on static illustrations.
07Generative-audio disclosure
The soundtrack contains seven music loops and ten effects created by the author with ElevenLabs, then selected, named, balanced and integrated into the game. If a file is unavailable, the engine uses a local Web Audio API synthetic fallback. Audio assets follow the project's CC BY-SA 4.0 content licence.
